Kabul city design framework approved

KABUL: Chaired by President Mohammad Ashraf Ghani, the high council of urban development held meeting, during which the design framework of Kabul city and the plan to distribute alternative properties to develop Shaheed Mazari and Urfani roads, the Presidential Palace said in a statement the other day.
According to the statement, through a video conference, Sasaki team presented the Kabul city design framework and said the mentioned design has been substituted with JICA design and has five sections, including the development framework, design framework to develop Darul Aman Road, development framework for Shaheed Masood Road, development framework for the infrastructures, and implementing instructions.
Afterward, the acting chairman of the urban development directorate of the ministry for urban development and housing Zaki Sarferaz said this was a complete and clear design and has been working on by Sasaki team since one and half a year, the statement added.
He added the implementation of the plan would require capacities, preparation of the regulations, managing properties, preparation of a special framework for the public and private partnership and budget, the statement went on to say.
After wide-ranging discussions, while thanking the ministry of urban development’s Sasaki team and acting chairman Sarferaz, the meeting approved Kabul city design framework, the statement continued.
Welcoming the design, President Ghani said now a clear view has been created to develop Kabul city. He instructed the ministry of urban development to translate the draft with details in Dari and Pashtu languages and later, share it with Kabul citizens in a great meeting. In his turn, President Ghani said the projects that could be implemented over a short period of time should be referred to the specific institutions and the duties and responsibilities of each institution must be specified.
Kabul Municipality’s plan and policy chairwoman Sahar Hamdard briefed the session about distribution of alternative properties to begin working on expansion of Shaheed Mazari and Urfani roads, the statement continued.
She said the two plans have been prepared for the Qorugh Mountain which includes land for 403 plots with all facilities and the second plan includes 163 jeribs of land for 455 commercial and residential plots.
Furthermore after discussions, the meeting approved the second plan, but it was clarified that the types of the residential blocks, green areas, and commercial plots should be specified and issues pertaining testing of soil, water supply, waste water, and solar systems should also be considered.
