Illiteracy; biggest challenge in Afghanistan

At global level, Afghanistan has the lowest and highest levels of literacy and illiteracy respectively that has created serious concerns on literacy movement. In an interview with The Kabul Times reporter, Deputy MoED Dr. Sardar Mohammad Rahimi for literacy said,” Generally, illiteracy. Level is lower among women than man as over 75 pc women are literate even the literacy level is over 90 pc in some remote provinces. Building a developed society requires a literate society. But here, security, social and culture problems, traditional society and treble tradition have deprived people specially women from literacy. Every year over three hindered thousands children are not enrolled in ordinary schools that increase the number of illiterates army in Afghanistan.
Rahimi added, due to lack of sufficient budget and organizational problems, our office failed to make considerable progress in this filed while we intended to raise the literacy level to 50 pc in 2016. But despite of that, our efforts are going on.
Rahimi went on to say, the most important program of the MoED deputy minister’s office is National Mobilization Program for support of literacy which was started in 2015 and continues to 2016. We hope to extend it even to 2017 that would cover every year over five hundred thousand illiterate people. We expect in case of success in 2020 over 50 pc people will be literate.
Rahimin explained that, for improvement of literacy process, our office has already signed primary agreements with over 47 organizations and in the first step inside the Afghan government relevant departments no employee would remained literate. We have also undertaken solidarity projects of women economic empowerment that will be advanced with joint cooperation of other ministries. In some provinces with certain cultural obstacles we tried to organize literacy programs inside private houses, mosques, etc for local women and girls.
Talking on literacy curriculum, Rahimi said, “We have prepared such a curriculum that students after six grade would continue their educations in regular schools to 12 grade. We plan to give certificates of 3rd grade to graduates and enable the young  graduates will be enrolled in vital literacy schools and elders will be recruited by night schools and complete their educations. But unfortunately we have no more than 64 vital literacy schools throughout Afghanistan most of them lack building. These schools located in 20 provinces other provinces actually lack vital literacy schools. So far teaching was taking place in Dari and Pashtu languages but according to new curriculum, and based on the constitution, beside those two, literacy course will be taught in Uzbeki, Turkmani,, Pashayee as well Nooristani local languages too.
Rahimi added, in previous years, literacy course were organized for Nomads by UNESCO but due to budget deficient it was delayed. Not we plan to organize them for Nomads and Displaced people. Teachers will be employed from among them with sufficient salaries. Talking on quality of literacy courses, Rahimi said, “Beside literacy, embroidery and other professions will also be included. In 2017 we plan in to distribute certificates for over 300000 graduates of literacy courses.
Belqees one of the graduates said, “In 1388 I was enrolled in literacy course and beside literacy, I learned right of parents, religious issues and tailoring. I want these programs be developed so more women would be benefited.
