NPC approves 21 procurement projects worth 2.9 billion Afghanis

NPC approves 21 procurement projects worth 2.9 billion Afghanis
 KABUL: Chaired by President Mohammad Ashraf Ghani, the National Procurement Commission (NPC) held meeting the other day, the presidential palace said in a statement. 
According to the statement, the commission reviewed the request of 26 contracts and suggestions and consequently approved 21 contracts and procurement proposals worth 2.9 billion Afghanis.
The approved projects include:
- Procurement contract of two types of fuels (diesel and petrol) needed for attorney general office vehicles,
- Contract of maintenance project for fiber optic route of Kandahar-Herat related to telecommunications and information technology ministry,
- Contract of project for leveling and landscape of Kabul governor office administrative complex related to urban development and housing ministry,
- Contract of project for construction of Ghor province educational university’s building related to urban development and housing ministry,
- Contract of project for construction of power supply network for industrial park, agricultural zone of Barikaab related to Capital Region Independent Development Authority (CRIDA),
- Contract of project for constructing first phase of Engil irrigation canal, Engil district, Herat province related to energy and water ministry,
- Procurement contract of diesel fuel needed for Da Afghanistan Breshna Company’s generators in Kandahar province, including first and second phases, 
- Procurement contract of fuels needed for central workshops of public health ministry,
- Contract of procurement project for 13 items of grains needed for government projects’ protection directorate units, protection unitof Qaisar-Laman ring road including three phases, based on contract related to interior ministry, 
- Procurement contract of 15 items of grains needed for logistic general directorate related to interior ministry, 
- Procurement contract of fuels needed for public protection deputy ministry’s generators related to interior ministry, 
- Request for approval of construction project of Bad Pakh second phase road, Laghman province lengths 21.160 km related to public benefits ministry,
- And request for approval of U.S., petroleum and mines ministry’s geology survey contract, 
Besides, the request for amendment approval of “Nourgram district name’s correction” within consultative services contract “Recruiting partner institutes” to cooperate in implementation of citizens’ charter program in Nouristan, Kunar and Laghman provinces related to rural rehabilitation ministry was approved by NPC. 
NPC members while discussing leveling and landscape of Kabul governor office administrative complex related to urban development and housing ministry, approved the project to first contractor and the president tasked his economic advisor to review all enterprises and present its report to NPC, the statement added. 
Likewise, the NPC approved the proposal of power and energy ministry on a contract of design and construction project of 5.5 mgw solar power in Daikundi province.
Notation of urban development and housing ministry on a project of 1400 apartments in first phase of Darul Aman, Kabul province was also approved by NPC members.
At the same time, the request for approval of time extension along with increase in price of distributive network project of 20.04 kilovolt in Kunduz and Baghlan cities related to Da Afghanistan Breshna Company was reviewed in the meeting. 
The president stressed that Kunduz and Baghlan people are in dire need of power, which is why the NPC approved the mentioned project conditional to presenting evidence on how the project was burnt down and a specific timetable on completion of the project.
But the construction project contract of Mawaray-e-Kokcha road, Khawja Ghar district to Dasht-e-Qala district length 17 km, construction project contract of Kabul-Logar road (From Logar Tank-e-Til to Chehel Dokhtaran) length 7 km, construction project contract of Nijrab district road, Kapisa province including four phases of (Kharij Dara, Kala Hout, Ghacholan and Jorghal) length 15.562 km related to public benefits ministry were returned.  
Calling the mentioned projects important, the NPC members pointed out that such projects should be canceled and tasked the public benefits ministry to present an alternative option to the commission to proceed these projects. 
Also, the contract for procurement project of 11 items of grains and foodstuff needed for public health ministry facilities and feasibility studies contract of Andkhoy water canal, Faryab province related to the ministry of agriculture, irrigation and livestock returned and the mentioned ministries were tasked that after solving the challenges, present the projects in the next NPC meeting. 
The president tasked the interior ministry and national procurement office to hold joint meeting to further review such projects and present its report to NPC. 
President Ghani asked urban development and housing ministry to review the contractor’s work quality and the education ministry is obliged to establish a clear supervision plan and Afghanistan transparency watch was also asked to be involved in all these processes.
